For those wondering about what's going on at Seacrest--the apparently dormant subdivision on Sound Shore Rd--I contacted the Building Department and learned the following:
The road was bonded and to get their bond money back the developer has to complete the road and the road improvements. Thus, this work has been been pursued by the developer.
The Town does not dictate the rate of building; it is likely driven by the market. The developer has two building permit applications in for two of the 13 lots.
